JTK Power has supplied cast-in components for civil defense shelters to the Estonian company Varjendiekspert. The first components were delivered in spring 2026, with further deliveries scheduled as the project progresses. The project is Estonia's first official S1-class civil defense shelter, built in accordance with the country's newly introduced shelter legislation.

Civil defense shelter construction has been at a standstill in Estonia for decades, and many shelters dating back to the Soviet era no longer meet current requirements or are no longer suitable for their original purpose. New legislation that came into effect in 2026 is accelerating the development of modern civil defense shelter capacity in Estonia.

Comprehensive expertise in civil defense shelter construction

As this is the first S1-class shelter project in Estonia, JTK Power's extensive experience and expertise in civil defense shelter construction played an important role in establishing the partnership, alongside its reliability as a supplier.

“We needed a partner with whom we could build a comprehensive, long-term relationship rather than simply purchase individual products. JTK Power's decades of experience, certified products and practical, solution-oriented approach to communication were an excellent match for our needs and way of working,” explain Margus Jaago and Jaan Raid from Varjendiekspert OÜ.

For Varjendiekspert, an important part of the partnership is JTK Power's willingness to share its design expertise and knowledge of technical solutions. Particular emphasis has also been placed on regulatory compliance, certified products and the operational reliability of the dual-use shelter, both in everyday use and in emergency situations.

“This agreement is significant for JTK Power in several ways. Entering the Estonian market says a great deal about our reliability and expertise. We want to provide our customers with the best possible technical knowledge currently available in the field of civil defense shelter equipment. We have accumulated this expertise over several decades and used it extensively in our product development,” says Robert Ollus, CEO of JTK Power.

Cooperation continues in future shelter projects in Estonia

JTK Power will continue supplying civil defense shelter products to Varjendiekspert. The Estonian company's goal is to establish a reliable national capacity for the design, construction, equipping and maintenance of civil defense shelters. Achieving this requires strong, dependable manufacturing partners with whom long-term cooperation can be developed across future projects.

A lasting partnership ensures that the same expertise remains available not only during design, delivery and commissioning, but also later for maintenance, spare parts and possible upgrades.

For Varjendiekspert, this continuity is essential. Civil defense shelters are built to last for decades, making access to reliable technical support, maintenance and spare parts important long after the initial construction project is completed.
